Warden Message: Ecuador Student Demonstrations Expected Oct. 28

U.S. Embassy Quito issued the following Warden Message on October 27:

The U.S. Embassy in Quito wishes to inform American citizens visiting or resident in the Quito area that a demonstration by university student unions is planned for Wednesday, October 28.  The student unions are demonstrating against a proposed higher education law.   Similar to last week’s protests, the demonstrators are expected to gather in the morning at “Parque Arbolito” in Quito and then march to the Presidential Palace.  It is anticipated that the demonstrations will cause traffic congestion in the vicinity of the Presidential palace and major universities.  Areas of initial concern include Avenida de las Americas near Central University, 12 de Octubre near Catholic University, and Isabel la Catolica near Salesiana University. 

Similar protests in the past have led to violent confrontation between demonstrators and security forces.  Police response to such demonstrations may include water cannons and tear gas.  Public transportation is often disrupted during these events.  While this demonstration is expected to be peaceful, demonstrations can turn violent with little or no warning. 

American citizens are strongly urged to avoid all areas where demonstrations are in progress and should be prepared for intermittent road closures, including major routes throughout the country.  If you should encounter demonstrations and/or roadblocks, you should not attempt to continue the planned travel or confront those at the roadblock.  Instead, you should avoid areas where individuals are demonstrating and in case of roadblocks, find an alternate means of arriving at your destination or return to the origin of the trip.
